What Preconstruction Services Cover Before a Build Begins
By the time a Hamptons build breaks ground, most of what it will cost has already been settled. The lot has been tested or it has not. The drawings have been priced against real trade input or against optimism. The approvals have been mapped against a calendar or they are about to collide with one. Preconstruction is the work that fills that window, while every decision is still cheap to change.
We run preconstruction as a standalone engagement for owners who have a site, a set of drawings, or both, and who want to know what they are committing to before they commit. Hamptons Luxury Design + Construction assesses the property, prices the design as it is actually drawn, tests what the jurisdiction will permit, and builds the schedule backward from the approvals that control it.
Our Preconstruction Services Cover
- Lot and site feasibility
- Line-item budget development
- Constructability review
- Value engineering
- Design and planning support
- Permit strategy and approvals mapping
- Schedule development before contract
When to Bring a Builder Into the Project
There is no single right moment to engage a builder, but there is a wrong one. Waiting until a drawing set is complete means the first honest price arrives after the design is locked, the architect has been paid for the full set, and the owner is attached to a plan that may not suit the lot or the budget. Every correction after that point is a redesign rather than an adjustment.
Coming in earlier does not mean handing design control to a contractor, or committing to hire a general contractor at all. It means the person who will eventually have to build the thing is in the room while it is still being drawn, answering questions about spans, assemblies, lead times and approvals as they arise. Preconstruction planning is strongest when it starts at schematic design, and it still returns something useful at design development. Past permit submission its value drops sharply, because the expensive decisions have already been made and filed.
Lot and Site Feasibility Before You Commit
A parcel on the South Fork can look buildable and not be, or be buildable at half the size the owner imagined. Site feasibility answers that before money moves: what the survey and soils allow, where utilities actually are, how water and wastewater will be handled, what setbacks and coverage leave once wetlands or dunes are mapped, and which approval bodies hold a say.
That last one surprises people. On waterfront and near-shore parcels in both Southampton and East Hampton, the Town Trustees are a separate elected body with their own jurisdiction over beaches, dunes, bulkheads, docks and intertidal land. Their permit is not the building department’s permit, and covered work cannot begin until they approve it. An owner who budgets for a building permit and discovers a Trustees application afterward has lost a season, not a week. We run this review before a purchase contract goes firm where the timing allows it. Owners who already own their lot get the same review without a deadline.
Building the Budget From Line Items, Not Square Footage
A square foot figure tells a Hamptons owner almost nothing. It averages a finished basement against a glazed stair hall, ignores whether the site needs twelve feet of fill, and quietly excludes the design fees, site work and furnishings that make up the difference between construction cost and what the project actually takes. We price from the drawings instead, line by line, with real trade input behind the numbers.
What that produces is a budget an owner can interrogate. Each assembly carries its own figure, so when something has to give, the conversation is about which specific item changes rather than which arbitrary percentage comes off the top. It also exposes the allowances early. An allowance set low makes any estimate look competitive and reappears later as a change order, which is why we would rather argue about a cabinetry number in March than discover it in October.
Constructability Review and Honest Value Engineering
A constructability review reads a drawing set the way the trades will read it. Can that cantilever be framed as drawn. Does the mechanical plan fit the ceiling void once ductwork and structure are both in it. Is the window schedule specifying a unit with a nine month lead time for a house that needs to close in by November. These are not design criticisms. They are the questions that otherwise surface as site queries once the frame is up and the answer is expensive.
Value engineering has a worse reputation than it deserves, mostly because it is often used as a polite name for cheapening a house. Done properly it is substitution without loss: a different structural approach that reaches the same span, a stone that behaves like the specified one without the slab waste, a mechanical layout that drops a zone nobody needed. We will tell you which savings are free and which ones cost you something, and we will say so plainly.
Design and Planning Support Alongside Your Architect
Most owners arrive at preconstruction with an architect already engaged, and that relationship is not ours to interfere with. Our role sits beside it. We review schematic and design development drawings for cost and buildability, flag where a detail will be difficult or slow, and give the design team pricing feedback at each stage so the set evolves with real numbers attached rather than discovering them at bid.
Where an owner has not yet appointed a design team, we help scope what is actually needed. Some projects want a full architectural commission. Some are better served by design and construction under a single contract. Others need a surveyor, an engineer and a good draftsperson. Residential design services on the East End also pull in consultants an owner rarely anticipates, from wetlands and coastal specialists to a licensed engineer for the wastewater system, and knowing which ones a given parcel requires is part of the planning work.
Permits, Approvals and the Schedule They Set
The schedule on an East End project is set by approvals, not by trades. Ground-up builds feel it hardest. Mapping them is the last piece of preconstruction, and the gap between what the code promises and what the counter delivers is where owners lose months. East Hampton Town is the only jurisdiction nearby with a hard review deadline written into its code, a fifteen day shot clock adopted in 2004. Actual turnaround has run far longer, long enough to end up in front of a Suffolk County judge, and the town has been working toward replacing that language.
Neighboring jurisdictions set no comparable clock. Sag Harbor and East Hampton villages review within a reasonable time, and Southampton Town’s code commits only to reviewing what is filed. None of that is a reason for pessimism, but it is a reason to file complete and to file early. We sequence the submissions, identify which boards meet monthly and what their cutoffs are, and hand over a written schedule at the close of preconstruction that reflects the real calendar.
What Our Preconstruction Services Settle Before Contract
Preconstruction earns its place by converting unknowns into decisions while they are still reversible. At the end of it an owner holds a tested site, a line-item budget built on trade pricing, a drawing set that has been read for buildability, a mapped approvals path, and a written schedule. Whether Hamptons Luxury Design + Construction goes on to build the project or hands that package to another builder, the work stands on its own, and it is deliberately structured so that it can. An owner who decides not to proceed has still bought the most useful thing at that stage, an accurate picture.
A budget built line by
line
Every assembly priced individually with trade input behind it, so a change is a specific decision rather than a percentage taken off the top.
A written schedule at handover
Preconstruction closes with a milestone schedule sequenced against the approval calendar, not a generic duration applied to a square footage.
Independent of the design team
We price and review what your architect draws without competing for the commission, so the feedback is about cost and buildability alone.
Licensed and insured in New York
A licensed and insured New York contractor carrying general liability and workers compensation, with certificates of insurance available on request.
Approvals mapped to real jurisdictions
Working relationships with East End building departments, and a filing sequence that accounts for which boards meet monthly and when they cut off.

The opening conversation is complimentary and we respond within one business day, so testing whether preconstruction suits your project costs nothing.

What are preconstruction services?
Preconstruction services are the planning, pricing and approvals work carried out before a construction contract is signed. On a Hamptons project that typically means lot and site feasibility, a line-item budget developed from the drawings with trade input, a constructability review of the design, value engineering where it is useful, permit and approvals mapping, and a written schedule. The deliverable is information, not building work, and it exists so an owner can decide whether and how to proceed with the real numbers in hand. Hamptons Luxury Design + Construction delivers it as a defined package under its own agreement, separate from any construction contract.
What is a constructability review?
A constructability review is an assessment of whether a design can be built as drawn, at what cost, and in what sequence. It checks structural assumptions, coordination between trades, material availability and lead times, and the practical access and staging a site allows. It is not a critique of the architecture. It identifies the points where a drawing will generate a site query, a delay or a change order, early enough that the design team can resolve them on paper.
What is value engineering in construction?
Value engineering is finding a different way to achieve the same result for less cost. Done well it substitutes rather than subtracts: an alternative structural approach that spans the same distance, a material that performs like the specified one with less waste, a simplified mechanical layout that serves the house equally. Done badly it is simply cheapening, which is why we separate the two explicitly and tell you which savings are genuinely free and which ones cost you something.
What is a preconstruction services agreement?
A preconstruction services agreement is the contract covering the planning phase alone. It is separate from any construction contract, sets out exactly which deliverables are included, and ends when those deliverables are handed over. An owner is not obliged to continue with the same builder afterward. We write it that way deliberately, because preconstruction advice is only worth having if the person giving it is not relying on the work to win the build. Some owners take the package and then keep their own architect and trade contracts under a construction manager. Others bring in an independent party to act for them through the build. Both are normal outcomes.
Can you evaluate a property before I buy it?
Yes, and it is one of the more useful moments to involve us. A pre-purchase review covers what the parcel will realistically support: buildable area once setbacks, coverage and any wetlands or dune mapping are applied, wastewater and water supply, utility runs, access and staging, and which approval bodies hold jurisdiction. On waterfront parcels in Southampton and East Hampton that includes the Town Trustees, who are separate from the building department. Where a contract timeline allows it, this work is best done before the contingency period closes.
